The article analyzes the current legislation on the provision of emergency and urgent care. Conclusions are drawn that the separation of these two forms of assistance is legally ambiguous, does not have a clear mechanism for implementation.That increases the risk of occurrence of legal responsibility for the organization of health care for lack of medical care.

The article presents the results of a comparative study of the research carried out in four countries with different economic levels. Problem of maternal health from the perspective of the health care system was assessed. Results show how the processes taking place in the health system as a whole, influence maternal health within the existing set of conditions.

The article considers two systematic approaches to the organization of healthcare – curative and preventive. Author comes to the conclusion on the need for priority financing of primary health care referrals for preventive purposes, but not for help in the event of ill health. The importance of the priority of prevention and primary health care on the basis of counteracting risk factors is stressed, but not just early detection of existing diseases.
