Abstract
The article considers two systematic approaches to the organization of healthcare – curative and preventive. Author comes to the conclusion on the need for priority financing of primary health care referrals for preventive purposes, but not for help in the event of ill health. The importance of the priority of prevention and primary health care on the basis of counteracting risk factors is stressed, but not just early detection of existing diseases.
