Abstract
The article provides critical analysis of the current action plan of the Ministry of Health. The inaccurate definition of the healthcare system tasks is observed. The disparity between stated goals and ways to achieve them is also marked. Need for a preliminary discussion of such documents in the medical community is stressed.
